The European travel price divide

Europe has no single travel inflation story. In July, the restaurants & accommodation price index was up +11.3% year-on-year in Cyprus, while Sweden recorded a −7.0% change in food & non-alcoholic beverages and France saw its energy price index rise +11.8%. Across all 27 EU countries, Eurostat data shows sharply different patterns depending on what travellers are paying for.

Every figure below is a change in an official price index (2015 = 100), not a price level, a euro amount or a measure of how much a trip costs. “Travel inflation” is used here only as editorial shorthand for the change in the restaurants & accommodation index; Eurostat publishes no such measure.

Three main findings

  1. Finding 1

    Restaurant & accommodation price indices rose in 27 of 27 EU countries

    Every published country value was above zero in July 2026. The year-on-year change ranged from +11.3% in Cyprus down to +1.1% in Estonia, with a middle (median) country value of +4.1%.

  2. Finding 2

    Energy price indices rose in 24 EU countries, fell in two and was unchanged in one

    Lithuania recorded the highest year-on-year change at +21.2% and Denmark the lowest at −3.1%. The median country value was +9.7%.

  3. Finding 3

    Food price indices fell in more than half of EU countries

    14 of 27 countries recorded a lower food & non-alcoholic beverages index than a year earlier. Sweden recorded the largest decline at −7.0%, while Romania recorded the largest increase at +4.5%. A country near the top of one ranking is not necessarily near the top of another.

Comparing the same reference month across all 27 EU member states, the five tracked measures do not line up. The table below reports the spread of published country values for each measure: the highest and lowest country readings, and the median country. It is a description of the distribution, not an EU aggregate — Eurostat publishes the official euro-area and EU aggregates itself, and none is computed here.

Sweden

Sweden shows one of the clearest category splits among the four focus countries. Its restaurants & accommodation price index rose +3.4% year-on-year and energy rose +4.3%, while food & non-alcoholic beverages fell −7.0% — the largest decline among the 27 EU countries. Headline inflation was +0.3%.

Cyprus recorded the largest year-on-year increase in the EU restaurants & accommodation index, at +11.3%. Its food & non-alcoholic beverages index ranked 2 of 27 at +4.4%, while headline inflation was +4.3%.

France shows a different pattern. Its restaurants & accommodation index rose +3.3% year-on-year, ranking 23 of 27, while its energy index increased +11.8%, the fifth-highest change in the EU. Headline inflation was +2.3%.

Spain recorded increases across restaurants & accommodation (+4.9%), energy (+9.7%) and food & non-alcoholic beverages (+1.6%), while headline inflation was +3.8%. Its restaurants & accommodation index ranked 8 of 27 EU countries.

The short-term picture: month-on-month

Month-on-month change is a much noisier signal than the annual comparison. These indices are not seasonally adjusted, so a single month reflects normal seasonal patterns as well as anything else, and should not be read as a trend.

Among the four focus countries, Cyprus recorded the largest month-on-month increase in the restaurants & accommodation price index at +5.4%, followed by France at +3.2%, Sweden at +0.7% and Spain at +0.3%. These are single-month movements in an index that is not seasonally adjusted.

  • Source: Eurostat — Harmonised Index of Consumer Prices (HICP), monthly indices, dataset prc_hicp_minr, unit Index, 2015 = 100 (I15). Published aggregates only, retrieved 2026-09-05 and committed to this site; nothing is fetched at page load.
  • Reference month: July 2026, the latest month available for every country and measure when this article was published. All countries are compared in the same month, and the article is deliberately frozen at it.
  • Change definitions: year-on-year = 100 × [ln(index_t) − ln(index_t−12)]; three-month = 100 × [ln(index_t) − ln(index_t−3)]; month-on-month = 100 × [ln(index_t) − ln(index_t−1)].
  • Measures: Restaurants & accommodation (Restaurants and accommodation services (ECOICOP division 11)); Energy (Special aggregate: energy); Food & non-alcoholic beverages (Food and non-alcoholic beverages (ECOICOP division 01)); Core inflation (Overall index excluding energy, food, alcohol and tobacco); Headline inflation (All-items HICP (total)).
  • An HICP index is a price index (2015 = 100), not a price. These figures say nothing about price levels in euros, hotel rates, restaurant bills or how much a trip costs in one country compared with another.
